Confirm the current status of residential rental licensing
By-law 14-2023 established licensing for residential rental housing and came into force on 13 February 2023, requiring a separate licence for each rental unit in the pilot area of Wards 1 and 2 for buildings of four or fewer units. The pilot ran until 13 February 2025 and the City stopped accepting new applications at that point; a legal challenge to the by-law was dismissed by the Court of Appeal in February 2025. Because the programme is between phases, check the City's current position for your address rather than relying on what applied during the pilot.

Ontario rules that apply in Windsor
- Security deposit limit
- Rent deposit up to 1 month's rent; damage deposits are not allowed
- Deposit return / claim rule
- Only a rent deposit of up to one rental period is permitted. Damage and security deposits are not permitted; do not generate a security-deposit clause.
- Deposit interest
- Required yearly at the rent increase guideline rate in effect when it is paid (1.9% for 2027, 2.1% for 2026)
- Notice before entry
- 24 hours' written notice; entry between 8 a.m. and 8 p.m.
- Ending a month-to-month
- Tenant 60 days to end of a rental period; landlord's notice varies

- 90 days' written notice on Form N1; once every 12 months
