Oregon Landlord Tenant Laws 2025

Oregon has some of the most comprehensive tenant protections in the nation, including statewide rent control and strict limits on no-cause evictions (SB 608).

Rent Control (Statewide)

Under SB 608, rent increases are capped statewide for most properties.

  • Annual Cap: 7% plus the Consumer Price Index (CPI) for the West Region.
  • Exemption (New Construction): Buildings built within the last 15 years are exempt.
  • Exemption (Subsidized): Affordable housing with regulated rents is exempt.
  • Reset on Vacancy: Landlords can reset rent to market rate when a tenant voluntarily moves out (vacancy decontrol).

Eviction & Termination

After the first year of tenancy, landlords can no longer use "no-cause" notices to end a month-to-month tenancy.

Qualifying Reasons (Landlord-Based):

  • Demolition or conversion to non-residential
  • Major renovations (uninhabitable)
  • Landlord/family moving in
  • Selling to owner-occupant buyer

Relocation Assistance: If evicting for a landlord-based reason, you may owe the tenant 1 month's rent as relocation assistance (exemptions apply for small landlords with 4 or fewer units).
