Long-term letting and short-term letting are not the same licence question
Since 1 April 2024 a short-term rental in Winnipeg needs a City business licence, renewed every year. A property bought after 23 February 2023 can only be used as a short-term rental if it is the operator's principal residence, and a principal residence may be rented without the operator present for at most 150 nights a year. Those rules do not describe ordinary long-term tenancies, which are governed by Manitoba's Residential Tenancies Act, but they matter the moment you consider putting a unit on a nightly platform instead of a lease.
