Ottawa asks for records, not a licence

The Rental Housing Property Management By-law, in force since 31 August 2021, does not license landlords. It requires you to give every tenant an information document carrying your contact details including a way to reach you by text, to offer a way to make service requests verbally, in writing and by text, and to keep a record of those requests that a bylaw officer can ask to see. Buildings of three or more storeys or ten or more units also need a capital maintenance plan. None of it displaces the Residential Tenancies Act; it sits on top.

Rent deposit up to 1 month's rent; damage deposits are not allowed
Deposit return / claim rule
Only a rent deposit of up to one rental period is permitted. Damage and security deposits are not permitted; do not generate a security-deposit clause.

Required yearly at the rent increase guideline rate in effect when it is paid (1.9% for 2027, 2.1% for 2026)
