The city inspects habitability, and can bill you for the work
Montréal's by-law on the habitability, maintenance and safety of housing (R.V.M. 03-096) governs the condition a dwelling has to be kept in. Inspections happen either after a complaint or preventively, and either can lead to a deeper inspection. The inspector sends the owner a list of non-compliant items to correct; where there is an emergency or an immediate danger, or where a repair deadline passes, the City can carry out the work itself and invoice you for it. Keeping dated records of what you fixed and when is the practical defence.
